My experience is based on a utility undergrounding proposal in a small town, population about 10,000. In this town, each block was given the option to vote on undergrounding utilities. At this time, the homes in the town were built between the 1890s and late 1960s. The town provided an estimated average cost for home owners and also told home owners home value throughout the town would increase.

During research to determine the home owners’ “real cost” we learned the town’s “estimated cost to home owners” was severely low because it was based on the “average” with no regard to each property’s: lawn, garden and hedge replacement; undergrounding distance on home owner’s property; code compliancy costs; and other structural work.

Those homes within the town that did underground utilities did see an increase in property value, based on compliancy with current building code. This property value increase was only very slightly greater than annual home value increase for homes that did not underground utilities.

The discussed mailing to property owners including a property map is only of real value if it includes a projected undergrounding path on each property. This information will allow home owners to obtain a more accurate cost for their property vice the Coronado-provided estimate.

I disagree with using general tax funds for the benefit of a few. Suggest using these funds to increase our police force to focus on drug enforcement and petty theft.
