There is an easy and reasonable solution to the regional housing assessment mandate.  The City of Coronado should initiate condemnation proceedings for as many Coronado Shores towers as necessary to accommodate 1,800 affordable housing units. Then, the City of Coronado could restructure the towers and build out 1,800 affordable housing apartments to fulfill the mandate. It would put to good use what is now an architectural blight on the City of Coronado.
