Jim was born and raised in Piedmont, California. As a teenager, after graduation from Piedmont High School, he enlisted in The United States Marine Corps. During World War II, he was proud and anxious to serve his country. After the war he attended the University of California at Berkeley, followed by further studies at San Diego State College. 

He married Marcia “Buzzy” Hale from Coronado and raised two children, Mitch Packard of Tahoe City, Ca., and Chrissie Cablk of Healdsburg, Ca. Jim and Buzz also have three grandchildren, Haley Packard, Garth Schultz and Dale Jackson. 

After a ranching career in Kern County, Jim and Buzz relocated their family to Lake Tahoe.  They established Packard Real Estate, Inc., and were involved in the development and sales of West Shore lakefront properties including Tahoe Tavern Properties, Tavern Shores, Tahoe Marina Lodge, Chinquapin, and Cedar Point.

Jim loved the Sierra Nevada Mountains and spent many years enjoying his passion for hiking and fishing in the areas surrounding the family home at Lake Tahoe.

“Pack” passed away peacefully in his sleep on a sunny Coronado morning. His wife Buzz took off his treasured scarlet and gold USMC cap the evening before he passed on. Jim, being a very basic man, wanted a private family celebration of his life and to have his ashes quietly scattered in the mountains he loved so much.
