The United States Section of the International Boundary and Water Commission (USIBWC) is currently accepting applications for the USIBWC Citizens Forum (CF)– a board established in 2002 for the exchange of information regarding the USIBWC activities in San Diego County, California. Citizen Forum meetings are open to the public and act as a focal point for the exchange of information between the USIBWC and the local community regarding ongoing and future USIBWC projects and related activities in the area.

The Commission is responsible for applying the boundary and water treaties between the United States and Mexico. In the San Diego area, the USIBWC operates the South Bay International Wastewater Treatment Plant and the Tijuana River Flood Control Project. It also coordinates international efforts to address sediment, solid waste, and water quality in the Tijuana River Basin. The CF is intended to bring together community members, enabling the early and continued two-way flow of information, concerns, values, and needs between the USIBWC and the general public, environmentalists, government agencies, cities, etc.

All board members are approaching the end of their term so the USIBWC has opened the application process to the general public. Former board members are eligible to apply for re-appointment. Board members serve for two-year terms. The Board conducts quarterly public meetings in San Diego County. Board members serve as volunteers and receive no compensation.

If you have questions about the USIBWC Citizens Forum or are interested in applying for Forum Board Membership, forms may be obtained at: https://www.ibwc.gov/files/sdapp20.pdf

You may also request an application form by contacting Lori Kuczmanski, Public Affairs Officer, 915-832-4106, or by email, lori.kuczmanski@ibwc.gov or USIBWC San Diego Field Office, 619-662-7600.

Application forms should be submitted by Jan. 17, 2020, so that board members can be selected prior to the next public meeting, scheduled for March 5, 2020. Board members will be selected by the USIBWC in consideration of the agency’s interest in encouraging participation by diverse interests.
